Lawrence J. Fineberg Receives Legislative Recognition Award

NEW BRUNSWICK, NJ – Lawrence J. Fineberg, a Highland Park resident and Senior Vice President and Regional Counsel of Chicago Title Insurance Company in Iselin will be honored with the New Jersey State Bar Association’s (NJSBA) Legislative Recognition Award at a ceremony at the NJ Law Center on February 23, 2007. He is receiving this award for his work on NJSBA drafted legislation, S-1868/A-2606 (Scutari/Wisniewski) which shortens time periods for adverse possession, clarifies statutes, and repeals N.J.S.2A:14-30 and 31. Mr. Fineberg also was instrumental in forming the NJSBA position on A-4701 (McKeon) which imposes a 1 percent fee or 1 percent tax on certain purchasers of certain commercial property valued over $1 million, so that the integrity of the closing process is preserved. In addition, Mr. Fineberg worked on developing the NJSBA position on Title Recordation Statute Reforms that were recently released from committee.

The annual Legislative Recognition Award is given to acknowledge noteworthy legislative service of NJSBA members.

An NJSBA member since 1979, Mr. Fineberg is a member and past chair of the Real Property, Probate and Trust Law Section and sits on the section’s Board of Consultors.

Mr. Fineberg is the author of the title insurance section of Horn’s Residential Real Estate Law and Practice in New Jersey (5th Ed. 2003) and the title insurance chapter of Commercial Real Estate Transactions in New Jersey (2003) (2nd Ed. 2006). He is also the author

of a two-volume treatise entitled Handbook of New Jersey Title Practice. He has appeared as a panelist on numerous educational seminars sponsored by the NJ Land Title Institute and NJ Institute for Continuing Legal Education. He is a graduate of New York Law School and is also admitted to practice in New York and before the U.S. District Court, District of New Jersey and for the Southern and Eastern Districts of New York.
