CHAPTER LAWS: RECENT BILLS SIGNED INTO LAW

The following legislation was recently enacted into law by the governor. 

P.L.2013, c.85 Permits veterans' organizations to use net proceeds from games of chance for the organizations' support. On Aug. 7, 2013, the bill was signed into law. (S-87 Bateman/A-2519 Prieto)  

P.L.2013, c.86 Increases the fine for failure to keep right or failure to observe traffic lanes; establishes a fund to pay for certain signage. On Aug. 7, 2013, the bill was signed into law. (S-530 Norcross/A-2277 Wilson)

P.L.2013, c.87 Allows State Police Retirement System (SPRS) members to purchase SPRS credit for prior military service. On Aug. 7, 2013, the bill was signed into law. (S-1122 Beck/A-3967 DeAngelo)

P.L.2013, c.88 Revises the penalties for animal cruelty; increases the degree of certain offenses; designated as Patrick’s Law. On Aug. 7, 2013, the bill was signed into law. (S-1303 (Kean)/A-798 (Munoz)/A-2124 (Burzichelli)

P.L.2013, c.93 Makes certain changes to the New Jersey Environmental Infrastructure Trust Financing Program. On Aug. 7, 2013, the bill was signed into law. (S-2815 B. Smith/A-4185 Ramos)

P.L.2013, c.94 Creates an Environmental Infrastructure Trust to expend certain sums to make loans for environmental infrastructure projects for FY2014. On Aug. 7, 2013, the bill was signed into law. (S-2816 Gordon/A-4184 Wagner)

P.L.2013, c.95 Appropriates funds to the Department of Environmental Protection for environmental infrastructure projects for FY2014. On Aug. 7, 2013, the bill was signed into law. (S-2817 Whelan/A-4183 Eustace)

P.L.2013, c.96 Appropriates $715,706,303 from the Building Our Future Bond Act to the Office of the Secretary of Higher Education for public and private institutions of higher education. On Aug. 7, 2013, the bill was signed into law. (S-2884 Sweeney/A-4202 Riley)

P.L.2013, c.97 Modifies certain compensation and notice requirements for cable TV companies. On Aug. 7, 2013, the bill was signed into law. (S-981 Greenstein/A-1528 (Burzichelli)

P.L.2013, c.98 Prohibits the imposition of a corporation business tax on certain foreign corporations carrying passengers into and out of state in a motorbus. The law prohibits the imposition of the corporation business tax on out-of-state corporations whose only contact with New Jersey is carrying passengers into the state in a motor vehicle or bus to a destination in the state and returning those passengers to a location outside the state. P.L.2013, c.99 Permits a person with a developmental disability and a legal guardian to audio record sessions of an interdisciplinary team in which the person or guardian participates. On Aug. 7, 2013, the bill was signed into law. (S-2386 Buono/A-2431 Lampitt)

P.L.2013, c.100 Re-appropriates $3 million from the Dam, Lake, Stream, Flood Control, Water Resources, and Wastewater Treatment Project Bond Act of 2003 to fund state flood control projects. On Aug. 7, 2013, the bill was signed into law. (S-1781 Sarlo/A-2675 Caride)

P.L.2013, c.101 Provides for emergency medical technician (EMT) and mobile intensive care paramedic certification for certain veterans. On Aug. 7, 2013, the bill was signed into law. (S-1905 Greenstein/A-2891 Tucker)

P.L.2013, c.102 Provides unemployment benefits for certain former service members. On Aug. 7, 2013, the bill was signed into law. (S-1712 Madden/A-2993 Benson)

P.L.2013, c.103 Changes pejorative terminology referring to the mental capacity of individuals. On Aug. 7, 2013, the bill was signed into law. (S-2224 Weinberg/A-3357 Vainieri)

P.L.2013, c.104 Requires development of a diabetes action plan by the New Jersey Department of Health. On Aug. 7, 2013, the bill was signed into law. (S-2288 Gordon/A-3432 Conaway)

P.L.2013, c.105 Requires the Department of Education provide professional development opportunities related to reading disabilities; mandates that certain school district personnel annually complete two hours of professional development related to reading disabilities. P.L.2013, c.106 Clarifies authorization for cluster developments under the Municipal Land Use Law. On Aug. 7, 2013, the bill was signed into law. (S-2680 Van Drew/A-3761 Green)

P.L.2013, c.107 Provides a limited exemption from development regulations to allow certain structures to be raised as high as the highest applicable flood elevation standard. On Aug. 7, 2013, the bill was signed into law. (S-2598 B. Smith/A-3890 Eustace)

P.L.2013, c.108 Upgrades the penalty for unlawfully transferring a firearm to an underage person; permits transfer for instruction and training. On Aug. 8, 2013, the bill was signed into law. (S-2179 Turner/A-4179 Mainor)

P.L.2013, c.118 Permits certain county boards of chosen freeholders to publish notices of proposed or amended ordinances by title and summary. On Aug. 9, 2013, the bill was signed into law. (S-316 Whelan/A-3725 Burzichelli)

 P.L.2013, c.132 Clarifies that the Uniform Electronic Transactions Act applies to real estate transactions. On Aug. 9, 2013, the bill was signed into law. (S-2242 Lesniak/A-3818 Singleton)
